Clinical Director of Midwifery Services

Summary

Oversees birthing and lactation services at Women’s Birth and Wellness Center (WBWC) in accordance with the guidelines of the American College of Nurse-Midwives, the Commission for the Accreditation of Birth Centers, Collaborating Physician, and North Carolina state regulations. Responsible for supervision of clinical functions, training and evaluation of birth center and lactation staff, as well as program development, evaluation and quality assurance activities related to birthing and lactation services.

Job Classification:  Category 1 – may have exposure to blood/infectious material.

Qualifications:

  • Board Certification by professional board (American Midwifery Certification Board)
  • Currently hold or have the ability to apply and maintain UNC Hospital privileges
  • Current NC APRN (NP, CNM, etc) license
  • Current approval to practice granted by the North Carolina Midwifery Joint Committee or Board of Nursing
  • Minimum five years experience of practice—including out-of-hospital / birth center experience
  • Minimum three years management and/or supervisory experience

Knowledge. Skills, and Abilities:

  • Competency in the practice of midwifery within the limits of the specialty
  • Acceptance of principles of community health care, including but not limited to:

  • Willing to work on the tasks that are outside the job description in order to accomplish the goals of WBWC

  • Advocates for full practice authority for advanced practice nurses at local, state, and national levels

Advocates increasing access to freestanding birth center care until all low risk pregnant people who desire this model of care have access to

Essential Functions

Board:

  • Participate in Board of Directors meetings and represent clinical staff within areas of responsibility as needed
  • Present reports on clinical aspects of WBWC activities to the Board of Directors as needed
  • Attend Committee meetings when requested
  • Work with the Executive Director and Leadership team to implement the plans and policies authorized by the Board

 

Clinical:

  • Oversee and manage clinical care in accordance with healthcare providers’ job descriptions within areas of responsibility
  • Maintains a regular clinical schedule and provides clinical care to patients within scope of practice
  • Provides birth center coverage as needed in order to maintain patient safety
  • Maintain dedication to serving all patients with a helpful, friendly and respectful attitude embodied in the philosophy that “the patient comes first.”

Protocols:

  • Supervise development and revision of Clinical Practice Guidelines within areas of responsibility and offering expertise to other service lines within the organization as needed annually
  • Maintain archived protocols identifying date and name of protocol revision
  • Oversee the development and revision of policies and procedures for the provision of birth center and lactation services
  • Maintain compliance with the Commission for the Accreditation of Birth Centers (CABC) indicators and applicable state laws and regulations

 Education:

  • Oversee coordination of clinical education experiences for student APRNs and students of other health care disciplines within areas of responsibility
  • Oversee client education—including revision of documents listing local educational resources for patients regularly
  • Seek out opportunities to participate in the education of the medical community
  • Provide an environment where students expand their clinical skills and gain a positive attitude regarding birth and lactation health care
  • Cultivate an environment of ongoing professional learning, including continuing education for clinical staff to assure compliance with licensing requirements and evidence-based, up-to-date care within area of responsibility.
  • In partnership with the billing office ensure ongoing, annual and as needed coding and billing training of all clinical staff within areas of responsibility

Management:

  • In collaboration with the Human Resources Manager and other applicable management personnel; hire, orient, evaluate, supervise, discipline and dismiss clinical staff within areas of responsibility
  • Oversee clinical staffing of birth center and lactation to maintain patient safety
  • Oversee laboratory operations
  • Oversee or perform annual reviews for designated clinical staff in collaboration with the Human Resources Manager in areas of responsibility
  • Delegate the duties of Clinical Director of Midwifery Service to the clinician of their choosing in the event of a temporary leave of absence from WBWC
  • Ensure the organization’s compliance with its mission as it relates to its non-profit status and specifically as it relates to outreach and direct service to lower income clients

Quality Assurance:

  • Develop and implement a quality assurance program with annual compilation of practice statistics within areas of responsibility
  • Oversee and establish appropriate systems to assure the quality of patient care through chart review, participation in statewide peer review and utilization of quality management principles
  • Participate in sentinel event review process and root cause analysis as outlined in the CABC indicators. Oversee timely review of emergency maternal and infant transfers
  • In collaboration with the Primary Care Director, participate in UNC Family Medicine, UNC Labor and Delivery and OB Department meetings, as invited
  • Serve as a resource to the birth center and lactation staff by participating in and providing contemporary in-service education that facilitates increased teamwork and maintains a comprehensive approach to the delivery of health care

 Fiscal:

  • Collaborate with Executive Director in the development and administration of the annual budget
  • Collaborate with the Executive Director to prepare birthing and lactation staff budget including staffing-support plan and equipment needs projectio
  • Work in partnership with the billing office to ensure timely coding and billing functions of all clinicians within areas of responsibility to include: birthing service, lactation service and laboratory service

Development and Planning:

  • Oversee development of new clinical programs and lines of service within areas of responsibility and provide input on new clinical programs and service line proposals for WBWC
  • Plan and participates in activities designed to enhance public awareness of WBWC
  • Participate in Board of Directors retreats and strategic planning as needed
  • Participate in selected local, state and national organizations that affect advanced practice nursing practice (i.e. ACNM, NCACNM and AABC)

 Liaison:

  • Establish and maintain productive working relationships with primary care director, collaborating physician as well as other consultants as well as additional care providers
  • Participate in client group meetings as necessary
  • Serve as consultant to outside agencies regarding advanced practice nursing, midwifery, and birth centers
